The 2023 Mom's Agenda: a Path to More Parent-Friendly Legislation

From stillbirth prevention to childcare funding and action on maternal mental health, see what parents aim to fight for in Congress this year.

There are so many issues that today’s parents and parents-to-be come up against. Whether it’s finding a way to afford the rising price of childcare or navigating prenatal healthcare, for better or worse, federal laws or the lack thereof have a direct impact on the daily lives of parents across the US. Recent legislation like the PUMP Act and the TRIUMPH for New Moms Act has already changed the lives of thousands of mothers.

In an effort to advocate for the needs of parents across the United States, the mothers’ membership organization, Mom Congress, convenes each year for Mom Congress Hill Day to connect with influential change agents, to be inspired and to learn how to drive change in legislative policy on Capitol Hill.

Ahead of Hill Day Mom Congress has released the organization’s 2023 ‘Mom’s Agenda’ to serve as an overview of the bi-partisan bills the organization has identified as having the potential to substantially improve the lives of mothers and their families in the United States.

The items on the docket this year touch on four important issues, including Maternal Health Care Access, Maternal Mortality Prevention; Stillbirth Prevention; Maternal Mental Health and Child Care. Under each area, the organization will push for the following specific pieces of legislation.

Maternal Health Care Access, Maternal Mortality Prevention

  • Midwives for MOMS Act
  • Healthy Moms and Babies Act
  • Preventing Maternal Deaths Reauthorization Act
  • Mothers and Newborns Success Act

Stillbirth Prevention

  • SHINE for Autumn Act
  • Maternal Child Health Stillbirth Prevention Act

Maternal Mental Health

  • Moms Matter Act

Child Care

  • Improving Child Care for Working Families Act of 2023
  • Expanding Child Care in Rural America Act of 2023

Each piece of legislation outlines opportunities for real change, from expanding midwifery programs to increasing research into stillbirths and investing in community-based programs that provide mental health treatment.
